The Russian legislative process is considered through the impact of veto
players – actors whose consent is necessary to change the legislative status quo. The article describes structures within the institutional veto-players – the State Duma, which provide technical control of the agenda setting and powers, sufficient to delay the adoption of a political decision for an uncertain term. The article analyzes the reasons that affect the absence of such decision, provides statistical data and some examples.
