The concept of ethical ideal of Tugan-Baranowski, on which he based his project of the better future, is studied in the article. Problems of the regulatory function of social science are discussed. It is proved that the construction
of a better future society should be based on scientific development, taking into account the objective laws of development and the ethical ideal of the future.
The immediate prospects for the development of Russia are analyzed.
