The article focuses on the background, atmosphere, goals and results of the Congress of Vienna of 1814–1815, analyses memoirs of contemporaries and participants of the Congress, reports to the Vienna police and concludes that the Congress served as the effective instrument to achieve and preserve peace in Europe.
