Abstract

The article is about the creation of the new state – the Grand Duchy of Luxembourg by the Great powers on Vienna Congress in 1815 and its further develop-ment in the 19th century. The author studies out why Luxembourg, the only province of former Southern Netherlands, which belonged to France until 1814, acquired a special status in 1815; why the Great powers joined Luxembourg to the Kingdom of Netherlands by personal union; and shows the role of Russian diplomacy in the formation of Luxembourg.
