The deep and continuous agrarian crisis stampedes the whole process
of Russia’s social and economic development. Negative consequences of the fiscal actions and hasty management decisions in agriculture aggravate this system crisis. Hence the alternative: either draw the lessons to change the agrarian policy starting from world approbated basic positions of agrarian theory and directing it along necessary protectionist guidelines or continue careless experimenting in the hope that all flaws could be excused by the «sins» of the specific Russian path.
