The article analyzes the features of the technocratic-authoritarian form of government of the first president of Taiwan, Chiang Kai-shek, the specific traits of the state and modernization policy during his rule. Special attention is paid to the dichotomy
«traditional – modern,» the core of which was the Confucian system of values and practice of the Confucian school of scribes. In the process of modernization of Taiwan, this
dichotomy fulfilled the role of stem state.
