Humanitarian exchanges between the PRC and the countries of Central Asia within the framework of the Belt And Road initiative (A Political Analysis)

Abstract

The article is dedicated to the analysis of China's foreign policy in the field of humanitarian cooperation. It points out that after the end of the Cold War, the role of humanitarian factors in China’s international relations has been increasing. In light of that, China continues to strengthen humanitarian ties with foreign countries and plays an increasingly important role in global governance. The article also refers to Central Asia's role and place in PRC foreign policy. Central Asia is located in the center of Eurasia and the center of the Silk Road. In addition, China shares borders with three Central Asian countries, which naturally makes Central Asia of great geopolitical significance to China. The article analyzes the current state and general characteristics of the development of humanitarian exchanges between China and Central Asian countries under the One Belt, One Road initiative. International humanitarian ties between China and Central Asia are one of the key components of the OBOR project. This paper pays particular attention to the cooperation between China and Central Asian countries in the field of education. The author believes that educational cooperation being the most important part of humanitarian exchange reflects the current situation and the level of cooperation between China and Central Asia. As part of the OBOR initiative, the One Belt One Road University Alliance was created, dedicated to developing the OBOR education community, which helped eliminate the restrictions in education ties between China and Central Asia. This article also discusses the problems in the humanitarian exchanges between China and Central Asian countries under the OBOR framework. The author's conclusion is that the OBOR initiative is the most important foreign policy tool in developing humanitarian exchanges, that was proposed by China in recent years. Generally speaking, major progress has been made in the humanitarian field between China and Central Asian countries.
