Joint research agenda of Russian and Indian think tanks

Abstract

Russia’s reorientation towards the countries of the Global South, caused by the changes in the geopolitical space, raised the question of the potential for cooperation with «non-Western» strategic partners, one of which is India. Science dipl omacy, as one of the instruments of soft policy, can increase its effectiveness by strengthening ties through think tanks. The prospects for scientific cooperation with India are significant due to a number of factors. These are the absence of language barriers, the large number of Indian think tanks, the commonality of the agenda within the BRICS forum, as well as the position of strategic autonomy that India adheres to on the world stage. All these factors increase the potential for cooperation between the two countries. This work answers the question within which research agenda it is possible to implement joint projects between think tanks in Russia and India, and also gives an idea to the Russian scientific community about the perception of Russia by the Indian expert community. The content analysis carried out showed that the focus of attention of analytical centers is on topics related to Russian foreign policy and its positioning on the world stage: the Russian-Ukrainian conflict, sanctions against Russia, Russian-Indian bilateral relations and interaction within formats, Russian-Chinese relations and Chinese policy, new world order, Russian interests in Afghanistan, Russian policy in Africa, the Arctic, Russian-American relations North Korea: from China to Russia. There is a common research agenda between Russia and India; therefore, the potential for bilateral cooperation and work in a multilateral fo rmat is considered high.
