The rational and balanced development of the Arctic region can only be realized through the collaborative efforts of all circumpolar countries, which significantly impact the Arctic’s state and benefit immensely from its resources. A multitude of international forums and organizations, particularly the Arctic Council, are intended to function as platforms for formulating coordinated strategies to ensure the sustainable development of economic activities in this region. The blue economy concept, which promotes the lean and harmonious exploitation of World Ocean resources, is evident in the execution of significant economic projects. A prime example is the Northern Sea Route (NSR) Development Project, which is considered a priority area by more than half of the Arctic Council nations. The implementation of blue economy principles and sustainable development by Rosatom State Corporation, the infrastructure operator of the NSR, establishes the groundwork for creating a platform-type network system that includes international participation in both the operational and investment activities of the project.
