One important consequence of Russia’s special military operation in Ukraine is the necessity to reconsider its position in the global political landscape and seek effective measures to guarantee the country’s national security amid the changed military-political and geoeconomic conditions. In this context, it is entirely reasonable to anticipate the formulation of conceptual and doctrinal documents across various policy areas that reflect new realities. This is exemplified by the updated Concept of Foreign Policy of the Russian Federation, which was approved by Decree of the President of the Russian Federation №. 229 on March 31, 2023. Naturally, this document opens avenues for further development and specification of its provisions. A notable and significant contribution to this development is the report by S. Karaganov, A. Kramarenko, and D. Trenin, published at the end of 2023, titled «Russia’s Policy towards the World Majority». This report offers extremely interesting and profound insights regarding the directions for deepening Russia’s ties with an emerging phenomenon in global politics – the countries of the World Majority. It explores the potential for Russia’s cooperation with these states, the necessary actions to strengthen these ties, and the essence of the challenges that need to be addressed. Finding answers to these and other questions is crucial for enhancing the effectiveness of Russia’s foreign policy. In this article, the authors present their perspective and evaluation of this report, viewing it as a relevant and timely document, open to discussion and debate, and aimed at enhancing the effectiveness of Russia’s efforts in safeguarding national interests at its current stage of development.
