In recent decades, many leading states in scientific, technological, economic, and political spheres – including Russia – have experienced a pronounced slowdown or even stagnation in key indicators of scientific and technological development. This deceleration is largely attributed to a decline in global population growth rates, as well as stagnation or even decline in population numbers within technologically advanced countries. Although a qualitative leap in technological development is theoretically possible in the coming decades – driven by the accumulation of knowledge and competencies in computer and related sciences – this assumption appears inconsistent with the current growth dynamics of relevant indicators in these fields.
