The article touches upon the future of the government and state power in the
rapidly changing high-tech world. Much attention is paid to the cooperation between
the state and society and the necessity to reform the state institutes. The article studies the
process of declining power in contemporary world and the role of the fourth Industrial
Revolution in it.
