On the Goals and Means of Implementing the Educational Reform: A Sociological Analysis

Abstract

The Russian educational system is permanently degrading because of the absence of clear reform goals accessible to teachers. The administrative style becomes the only means of transformation. The lack of goal definition makes it impossible to evaluate the efficiency of the educational system.
