The article is devoted to a number of problems, that weren’t solved during the Congress of Vienna, but had a considerable resonance in the European foreign affairs. First of all this concerns the Eastern Question that wasn’t discussed in Vienna. The future of the Ionian Islands, protection of the Serb population, exterminated by Turks and other unfulfilled terms of Bucharest Treaty along with outbreak of the Second Serbian Uprising were under the focus of attention of the European politicians, but left behind during the Congress of Vienna.
