It is a great delusion to believe that only rich countries can afford socially
targeted development. Strategies of this development for different types of economies and societies will have different forms of their implementation. But of the leadership of a country with a relatively poor population exploits the fact
of poverty to justify low financing of education, science, health care and culture,
it simply means that it evades responsibility for the safe civilized future of its own socium.
