The most complicated problem in the last 20 years became a wide scale
outflow of the local inhabitants. Since 1989 their number in the Far East Federal Оkrug was reduced by more than 20 percent. Unpredictable problems arose
because of a sharp GNP growth slowdown in 2014 (less than 1,5%) and anti-Russian sanctions.
