The authors analyze the competitive advantages of the export-oriented and
import-oriented sectors of the Russian economy in the context of increasing macroeconomic
and political instability of the world economy. On the basis of scenario
conditions and medium-term forecast parameters by the Ministry of Economic Development
of the Russian Federation, the authors conduct an analysis of the country’s federal budget
for 2018 and for the planning period 2019–2020 in the context of the governmental fiscal
consolidation policy and the enactment of the new budget rule in 2019.
