The system of public policy managment is a special set of elements of activity aimed at regulating relations within the state and the expression of public interests. In turn, state policy has special features, inherent properties, and regularities that allow it to perform a generative role in society and for this reason to create an appropriate system of management subjects (authorities and public institutions), depending on the directions of implementation of public policy. One of such areas is the military-technical policy (MTP), a sectoral state policy implemented in order to maintain the required level of military security of the state, by providing the military organization of the country in the necessary and sufficient quantity of technological means of armed struggle. In modern Russian history, MTP has had a contradictory, differentiated character. Depending on the political will and decisions of the country's leadership, the development of the objects of the MTP (weapons system, military-industrial complex, military-technical complex) was regulated by different bodies of state power, the functional purpose, status and powers of which did not always correspond to the necessary competence needed to implement state policy in this sphere. The creation of modern, high-tech means of armed struggle required the construction of the system of state management of the MTP, capable of ensuring the interaction of its subjects in relation to the development of the objects of the MTP. In the process of substantive and practical activities of the main subjects of the MTP (i.e. subjects of the system of management of the MTP), the form, structure, and composition of the system of state management of the MTP have been improved. Currently, it goes through the head of state, determined by the work of the government and the militaryindustrial commission. Accordingly, it has the necessary status of necessary decisions, functional powers, a set of tools, and mechanisms of public administration. This ensures the progressive development of the MTP in accordance with the needs of the country's military organization, as well as the public interest in the field of military security.
